The purpose of this notice is to notify the market of this forthcoming proposed tender opportunity for the supply of High Visibility & Personal Protective Equipment (PPE) - Uniforms, Workwear and Leisurewear which is being conducted by the National Procurement Service for Wales (NPS). The NPS acts on behalf of the public sector in Wales to deliver value for money from the procurement of common and repetitive goods and services 'once for Wales'.
The vision for the creation of the NPS was "to transform public procurement in Wales to world class collaboration, leading changes which improve public services and drive economic renewal through practical leadership and harnessing professional skills and technology to make a lasting and substantial step change in Welsh public sector procurement."
The NPS was launched by Ministers on the 21 November 2013 and meets a Programme for Government commitment and addresses the recommendations of both 'Buying Smarter in Tougher Times' and the McClelland Review. The NPS is an independent organisation, 'hosted' by the Welsh Government and the contracting party will be the Welsh Ministers.
The NPS on behalf of the Welsh public sector wishes to establish a collaborative framework agreement for the supply of High Visibility & Personal Protective Equipment (PPE) - Uniforms, Workwear and Leisurewear and will be made available to use by all members of the NPS.
The NPS will be engaging closely with potential bidders during the procurement process to create a suitable and cost-effective solution for its customers.
Suppliers should be aware that the NPS have a number of drivers in place to promote the principles of sustainable development including:
- Government of Wales Act 2006 - Section 79
- Local Government Act 2000

The commitment to deliver 'Community Benefit' outcomes from our procurement activity is designed to ensure that wider social and economic issues are taken into account when spending public money. The intention is to achieve the very best value for money in the widest sense. Consequently, Community Benefit clauses will be considered as part of the proposed procurement as core or non-core or a combination of both to address socio-economic and/or environmental issues.
